Frank is a native of Richmond, Virginia who attended his first NASCAR Grand National race at the half-mile dirt Richmond Fairgrounds in 1963. Frank holds an undergraduate degree from the University of Richmond and a graduate degree in Journalism from the University of North Carolina - Chapel Hill, and he was sports editor of the newspaper in Siler City, NC.
From 1988 until 2013, volunteered his time coordinating activities in the Richmond International Raceway Infield Media Center during major race weekends.
A United States Coast Guard veteran, Frank has served several notable institutions and companies in public relations and communications. Since the 1980s, Frank has resided just outside of Gettsyburg, Pennsylvania in the Borough of Carroll Valley, where he has served as a Borough Council Member and Election Judge.
For the past decade Frank been the Communication and Public Relations Director at Cross Keys Village, a Church of the Brethren community in New Oxford, Pennsylvania.
